The 6th Licensing Round for Hydrocarbon Exploration and Production was launched successfully yesterday to an in-person audience in Maputo and an online global audience from the upstream industry. 16 new offshore areas for oil and gas prospection, distributed in 4 different regions, 5 in the Rovuma Basin, 7 in Angoche, 2 in the Zambezi Delta and 2 in Save, comprising more than 92.000 km sq, are open for national and international bidding.

The launching ceremony was chaired by the Minister of Mineral Resources and Energy, Ernesto Max Tonela, and its objective was to invite the national and international companies, interested in participating in this licensing round, to register and submit the pre-qualification documentation, the models of which are available here.

Comprising a multi-sectoral jury of proposals evaluators of this is a public tender that will be based on a set of standard criteria. It will observe a timeline starting from (i) launching the licensing, (ii) submission of documents, (iii) pre-qualification, (iv) announcement of pre-qualified bidders, (v) acceptance of bids & closing of the bidding process, (vi) evaluation and (vii) announcement of results, in a timeframe from 25 November 2021 to 30 October 2022.
According to the Minister of Mineral Resources and Energy, Ernesto Max Tonela, "We are in the midst of an era of energy transition and, in our perception, natural gas presents itself as an alternative that will play an instrumental role in promoting the insertion of renewable energies, which are still intermittent and ensuring the phasing out of polluting fuels, thus contributing to the global reduction of CO² emissions in the region. Thus, we encourage the participation of the national and international business community in this campaign".
In the general presentation of the bid terms, the National Petroleum Institute Chairman, Carlos Zacarias, referred that the Law No 21/2014, of 18th August (Petroleum Law), " shapes the legal and regulatory basis for the awarding of concessions to commercial entities, enabling petroleum operations and establishing the governance structure that clarifies roles and interests" - referring to the triangulation of the Republic of Mozambique as the resource holder, INP as the regulator and the commercial interests that include ENH, E.P.
It should be noted that the Government of Mozambique has the responsibility, in the sphere of hydrocarbons, to continuously assess the country's potential, with a view to making these resources available to society in order to boost its socio-economic development.
